Quebec and SAAQ modify access to driver's licence

The news didn't make headlines, but the government of Quebec is about to implement new measures concerning graduated access to driving which will come into effect on June 19, 2011. As of that date, drivers under age 25 will have a gradual demerit point limit while going through an intermediate phase that will lead to a full 15-point driver's record.

Learner's licence holders and probationary licence holders will still get only four demerit points for a period of two years. But after that, driver's licence holders under age 23 will be given eight points and those who are 23 or 24 will receive 12.

All drivers age 25 or older can continue with a maximum of 15 demerit points.

Revised penalties
As a result, the Société de l'Assurance Automobile du Québec (SAAQ) is introducing a new penalty calculation method for drivers who accumulate a number of demerit points that is equal to or greater than the limit set for the bracket that applies to them, modifying the revocation period.
